Dr. Dieter Boden is a retired German diplomat with extensive experience in Russia, Eastern Europe and the Caucasus including numerous diplomatic postings to Russia and the former USSR, i.a., as Consul General in St. Petersburg. He served as the UN Secretary General’s Special Representative in Georgia as well as the Head of the OSCE Mission in Georgia and of the United Nations Observer Mission in Georgia, UNOMIG (1999 to 2002), He was Ambassador and Permanent Representative of Germany to the OSCE in Vienna (2002-2005) and headed the OSCE/ODIHR election observation missions in Moldova in 2007 and Georgia in 2008. He has also served as Special Advisor to the Government of Kazakhstan in Astana.
Dr. Boden has a Ph.D. in Slavic literature and was an Adjunct Professor at the University of Potsdam, Department of International Relations. He has published extensively on international affairs and Russian literature and has recently published a book on Georgia.
